D2R aims to create a systemic approach to construction waste management in Ukraine and to implement the principles of circular economy in the reconstruction process.

Partnership Initiative for the Green Reconstruction of Ukraine

The LIFE Programme supports the implementation of a project that helps Ukrainian communities create a construction waste management system and implement circular economy principles.

Key components of the project

D2R covers five main areas of activity — from safe waste management to policy development and scaling sustainable solutions for Ukrainian communities.

Waste management according to the principles of circular economy

Development of a systematic approach to the collection, sorting and reuse of building materials in accordance with the principles of circular economy.

Safe removal of hazardous substances (including asbestos)

Creation of protocols for the safe dismantling of buildings and the removal of materials containing hazardous substances, including asbestos.

Development of policies and legislative proposals

Preparation of analytical materials and recommendations for adaptation of Ukrainian legislation to EU environmental standards.

Training of municipalities and public institutions

Conducting trainings and training programs for local authorities on waste management and implementation of the circular economy.

Scaling and Replicating Results Strategy

Development of plans for the dissemination of best practices to other communities in Ukraine and Europe.

Pilot cities

Hubs of green reconstruction in Kyiv region

The network of regenerative hubs implements solutions for the reuse of materials, the safe management of construction waste and the development of a circular economy at the local level.

Irpin

The first platform for testing practical solutions and models of cooperation between the community, business and local authorities.

Role: Start-up regenerative hub, testing of RDMM methodology.

Borodyanka

The next step is to scale the project, taking into account Irpen's experience.

Role: development of local solutions and recovery based on circular economy.

Expected results

From resources of destruction to opportunities for development

The D2R project aims to create a replicable construction waste management model that will help Ukrainian communities use resources efficiently, reduce environmental risks and strengthen partnership with the European Union.

Creation of regenerative hubs

Three pilot hubs — in Irpen, Borodyanka and Gostomel — implement the principles of circular economy and safe waste management.

Recycling more than 5,000 tons of waste

The building materials of destroyed buildings are collected, sorted and reused instead of being disposed of.

Conducting 10 training programs

Training for more than 100 representatives of communities, municipalities and public institutions on sustainable waste management.

Development of Reproducible Debris Management Model (RDMM) methodology and Circular Community Business Model (CCBM)

Implementation of a reproducible waste management system and a local circular business model for Ukrainian communities.

Reducing environmental risks

Reducing the load on landfills and improving the environmental safety of the regions affected by the destruction.

Strengthening the partnership between Ukraine and the EU

D2R strengthens cooperation between Ukrainian and European partners in the field of green reconstruction.
